我国水稻商业化育种现状与发展建议

摘要:

种业是国家战略性、基础性的核心产业,是促进农业长期稳定发展、保障国家粮食安全的根本。从科技创新的角度分析了我国水稻商业化育种的现状并剖析了存在问题。在此基础上提出了发展我国水稻商业化育种的建议:坚持企业创新为主导,强化基础性、公益性研究,深化种业科研院校等事业单位改革,建立种业知识产权保护体系,健全生物技术法规监管体系,加强金融支持力度等。

Abstract: Crop seed industry is a national strategic core industry, which is of great importance for accelerating the development of modern agriculture for long-term social stability and national food security. This paper analyzed current advances and existing problems of rice commercialized breeding system in China from the perspective of scientific and technological innovation, and dissected the existed problems. Furthermore, to develop a healthy and stable rice commercialized breeding system, this paper  suggested to put the enterprise on the leading position for the innovation, strengthen the basic and public researches in seed industry, deepen the reform of research institutes and colleges or universities conducting rice germplams analysis and breeding, establish an intellectual property protection system for rice seed industry, improve the supervision system of laws and regulations for biotechnology, and increase financial support for seed industry etc.
