摘要：

企业聚集是小城镇发展的核心动力之一。小城镇企业聚集的机制表明，制度环境和产业基础是小城镇企业聚集的两大条件。目前，我国小城镇企业聚集缓慢的关键在于产业发展滞后。发达地区的产业发展，为小城镇企业聚集和产业基础的培育提供了可借鉴的经验。

Abstract:

Enterprises assembling is one of the key reasons of small town development. The mechanism of enterprises assembling in small town indicates that system background and industry foundation are two major terms for enterprises to assemble in small town. At present, the key reason of the slowly development of enterprises assembling in small town of our country is weak industry development. The industry development of the developed area has offered the experience that can be used as reference to enterprises assembling in small town and establishment of industry foundation.
