以大学为依托的农业科技推广新模式分析——农业科技专家大院的调查与思考

摘要：

农业院校拥有人才优势、科研优势、农业科技信息优势，是我国农业科技推广的重要力量。但受传统体制壁垒制约，农业院校有组织的技术推广与服务长期游离于政府主导型的农业科技推广体系之外，其优势发挥缺乏长效机制。西北农林科技大学与宝鸡市人民政府探索推进农业科技推广体系改革过程中，创建了以大学为依托的农业科技推广新模式——农业科技专家大院。农业科技专家大院以大学科技力量为依托，布局在农产品集中产区，在一定程度上突破了传统体制壁垒，实现了农业科技供给与需求之间的直接对接，效果明显。通过分析农业科技专家大院形成的背景、运行机制模式及效果、存在问题等，揭示其中的规律和值得汲取的经验与教训。

Abstract:

Agricufiural universities, which have the advantages in brains, research and sci-tech information in the field of agriculture, is an important part of agricultural extension. However, the extension system based on the agricultural universities has no effective integration with the traditional system belongs to government at every level. Northwest A ＆ F University and the government of Baoji city explored the agricultural workshops for experts, which is a new model for agricultural extension based on sci-tech resources of university. The agricultural workshops located in the maior areas of main agri-praduct production, and made valid linkages between the university and farmers. This paper analyses the forming background, the operating mechanism and effects of agricultural expert workshop.
