Abstract:

The quality and safety of aquatic products is a strategic issue related to the safety of urban and rural residents consumption, improvement of fishermens income and foreign exchange earning, longterm fishery   development and social stability. Starting from analyzing the current situation of aquatic products quality and safety, this paper sorted out the factors affecting the quality and safety of aquatic products and divided them into internal and external factors, among which the internal factors included the quality of aquatic fingerlings, while the external factors included ecological and environmental factors of water quality, and human factors, such as farmers production behavior, supervision quality and customers behavior, etc. Judging from the results of investigation, various factors  still exist, and the low organization level is the prominent constraint affecting the quality and safety of aquatic products at present stage. Therefore, we should improve the organization level of aquaculture cooperation, thus we can also raise the supervising efficiency for aquatic products quality and safety. In order to safeguard the long term development of aquatic products quality and safety, it is necessary to establish a quality and safety securing system coordinating the relation between production and supervision. Then the problem can be thoroughly solved.

摘要:

水产品质量安全是关系到我国城乡居民消费安全、增收创汇、渔业长远发展与社会稳定的战略性问题。从我国水产品质量安全现状入手,对影响水产品质量安全的因素进行了梳理,可分为内、外部两种因素,其中内部因素为水产苗种质量,而外部因素则包括水质生态环境因素和养殖户生产行为、监管质量以及消费者行为等人为因素。从调研结果来看,各种影响水产品质量安全的因素依然存在,且组织化程度低是现阶段制约我国水产品质量安全的突出问题。分析认为当前我国建立水产养殖合作组织条件已趋于成熟,通过提高水产养殖合作组织化水平,可以有效提高质量安全监管效率,保障水产品质量安全。而从保障水产品质量安全长远发展来看,则必须建立生产与监管相互协调的水产品质量安全保障体系,才是解决问题的根本。
