摘要：

农村能源支撑是西北退耕还林可持续发展的一个重要条件，而沼气建设是西北农村能源建设的重点。实践表明，国家沼气建设的政篡支持出现了“错位”，不能有效促进沼气池建设的发展，只有把能够自给建设农户和非退耕农户推向市场，把政篡补助的重点投向重点退耕区和低收入农户，才能使有限资金发挥最大效能以促进沼气建设的迅速发展展。

关键词: 退耕还林政策支持错位

Abstract:

Countryside energy supporting is important to the enduring development for ecological restoration in northwest of China, and methane producing pool construction is a key part for northwest energy construction. It showed that policy supporting had been wrong location in practice, and the policy can＇tpromote methane producing pool construction quickly. The effective policy are supporting to low income household and household in ecological restoration area, and putting them to the market, and this policy will be the best choice to promote methane producing pool construction.
