Abstract:

The system of special Sci-tech commissioners was established initially in Nanping City, Fujian Province, which was a special measure in the circumstances of incomplete construction of agricultural Sci-Tech system and the severe problems of agriculture-rural area-farmer. The system, which was temporary, compulsive and administrative, still has some problems in implementation process such as unclear orientation, inconsistent management, inadequate supportive measures and unsteady team. Aiming to establish the long-term system mechanism of special Sci-Tech commissioners, we must enlarge the policy and fund supports and gradually reduce the government involvement while highlight the market mechanism.

由福建省南平市首创的科技特派员制度，是在农村科技体制不完善，“三农”问题突出的特殊情况下采取的特殊举措，具有临时性、强制性和行政性的特点，在实施过程中还存在科技特派员的定位不明确、管理体制不统一、扶持力度不够、工作队伍不稳定等问题。要建立科技特派员工作的长效机制，就必须在加大政策和资金扶持的同时，逐步突出市场机制，弱化政府行为
