Abstract:

Intellectual property is an important method to protect high and new agricultural technological achievements, which is one of the essential dynamic forces to keep agricultural science and technology unremitting innovation. At present, there are some problems about high and new agricultural technological achievements protection in China, include weakness protection consciousness and behindhand conception, lagged policy support and safeguard procedures, and insufficient managerial system. This paper declare 6 aspects to solve these problems, which are taking aim of the nation policy, managerial system and mechanism, establishing protection foundation and policy, standardizing technologist＇s behaviors and strengthening the legal system .

摘要：

知识产权是保护农业高新技术成果的重要方式，是实现农业科技持续创新的基本动力之一。我国目前对农业高新技术成果的保护还存在保护意识薄弱，观念落后；政策支持滞后，保护措施不力；管理体系和管理制度不够健全等问题。而解决这些问题就要从国家政策目标、管理体系及机制、建立保护基金和保护政策、规范科技人员行为、强化执法体系建设等六个方面着手进行。
