    Point at heat resource is poor, growing period is short, basic seedling is excessive, increment is consumed too many, plant decreases in the later growth exist in the high yielding cultivation of rice in the cold zone, by the experiment of super-early grow seedlings and many tillers to strengthen seedlings、be fit for planted other place after the ending frost、broad row of the high yielding cultivation、deep apply fertilizer in the whole course and to control the circle watering of shallow、wet、dry. carry out studies on increase production principle of "prolong、enlarge the time and the place off nutrition, release the potential ability of produce, strengthen both top layer' character (individual plant' top layer and root system' top layer), it was found that Cultivating technique of 3-S Cultivating Technique of rice can enlarge nutrition growing time more 15 days than general dried cultivation and rare plant, expansion 2.1~4.2 times nutrition place of seedlings, reduce the turning green stage for 3 to 8 days, expand the growth space of plant for 3 to 5 times,increase fertilizer use efficiency as much as 35.9%, decrease irrigation quantity for 17.1% to 39.8%, the production can achieve more than 10000kg/hm^2. 3-S cultivating technique of rice is a breakthrough technology that can remarkably increase the production of rice after dry-raising seedling and thin-planting technique in cold zone.

    Anti-abortion, long mesoclimate and drought resistant sorghum (sorghum bicolor (L.) Moench) CMS A3 SX-1A was selected, which took advantage of the characters of anti-abortion of A3, long mesoclimate of Gao Liang and plant height heterosis of Hegari. And then forage sorghum Jincao 1 derived from A3SX-1A and Sudanese IS722 (sorghum Sudanese (Piper) stapt). In two-year regional experiments in Shanxi province, the average yield of Jincao 1 was 1150 792kg/hm^2, it increased 10.8% than CK. Jincao 1 also have the characters such as fast growth, flourishing roots, tillers, better leaf disease resistance, drought resistance, lodge resistance and higher regeneration, and it is a fine variety for forage. Raw protein of Jincao 1 is 15.29%, raw fat is 2.96% and non-N extracted material is 32.29%,mature stem sogar is about 20^0(BX). So Jincao 1 is an higher quality forage for caw, sheep and fish.

    Taking Taihangshan Black Goat ear margin as the study materials, we succeeded in establishing a fibroblast cell bank whose content of samples was 58 by the method of explant culture directly and cell cryoconservation technology. The biological analysis results showed: Population Doubling Time (PDT) of cells was approximately 24 h; Diploid account for 76%~88% in cell's chromosome; By Isozyme analysis of Lactic Dehydrogenase (LDH), Malic Dehydrogenase (MDH), cross contamination had not taken place; The test results of the bacterium, fungi, virus, mycoplasma were negative. The transfection rate was high, and the extro-gene can be effectively expressed. Every indexes of the cell bank met all the standard quality controls of ATCC. It had not only preserved the germplasm resources of this important Taihangshan Black Goat on the cell level but also provided valuable materials for the research of genome, postgenome and somacloning. Meanwhile, the setting-up of this technological platform will offer technology and theory for storing the cell genetic resources of other animals and poulty.

    According to the national data from 1998 to 2002 including farm crops, cash crops and non-cash crops, the types of the planting structure were defined, in which the types named increasing, increasing-lower decreasing, increasing-higher decreasing, decreasing for sown areas, the types named double increasing, single increasing, double decreasing for production and yield. The cash crops production has been developed because of the adjustment of agriculture structure. According to authors' analysis, the sown areas of cash crops in 24 provinces and the yields of cash crops in 25 provinces increased, the proportion of the cash crops sown areas increased by 1.4% from 1998 to 2002.The sown area and total output of cotton had a great fluctuation, the unit yield increased stably. The sown area, total output of oil crops increased. The sown area and total output of sugar decreased in the first three yearsand increased in the recent two years, the unit yield increased stably. The sown area of sugar has begun to concentrate in Guangxi, Yunnan. The sown area and yield of fiber crop increased, and the sown area has begun to concentrate in Heilongjiang, Xinjiang and Hunan. The total output and sown area of tobacco increased a little and regions moved to Yunnan, Guizhou and Henan. The sown area and total output of medicinal materials crops developed fast in all provinces of China. Through the agriculture structure adjustment, sown areas of cotton, sugar and tobacco in the cash crops have been decreased by 
    3%, 1.5% and 0.7%. The sown areas of oil crops, fiber crops and medicinal materials increased 2.5%, 0.4% and 2.4%.

    This paper points out that food safety has become a hotspot in the world firstly. Based on the challenges which food safety management departments faces in the newly century, the development of food safety management and sci-tech, were systemically summarized and analyzed in this paper. And also it's importance in establishing, strengthening or improving national food safety system was emphasizes, it points out that the scientific food safety system which based on risk analysis and scientific assessment has basicly come into being. It suggests that government must reform food management agencies,implement national food safety strategy and establish a national comprehensive, continous and effective food safety management system. The paper also illustrates the importance to build an effectual food safety alert and emergency system, which faces with global food safety urgent incidents and public health, and it also need to strengthen public education and preserve consumer's confidence in food safety.
