According to the developing facts both in China and the world, the basic countermeasures have been suggested in the area of cereal security： ① Set up the National Cereal Security Committee, so as to coordinate the relationship among different departments and layers, lead the organizational structure founded to complete the national strategic task in cereal production, and take direct action finally; ② Draw up the Cereal Security Act, and then to management cereal production according to the law, construct the structure of cereal production system gradually, which is stable, ideal, and fitting whole social benefit; ③ Implement the system of cereal balance between demand and supply again, and the system is charge by mayor in province level, to set up an cooperating mechanism between major production regions and main consumption areas of cereal, therefore, form an reliable fundament in national cereal security; ④ Construct a cereal market management system separately, to deal with the problems like cereal storage, market price in and out of China; ⑤ Improve the infrastracture of cereal production and knowledge of cereal producer; ⑥ Build up the cropping system with the components of cereal crop, feedstuff crop as well as cash crop, and develop the cereal-saving animal industry.
